Nina Kirov stood at the top of the ancient stairway, eyes sweeping the nearly stagnant green waters of the lagoon, thinking she had never seen a coast more barren than this isolated stretch of Moroccan shoreline. Nothing stirred in the oppressive, ovenlike heat.
